PUTIN GREAT ONE FOR SURPRISES: CHUBAIS ON PREMIER NOMINATION

MOSCOW, MARCH 1, RIA NOVOSTI - President Vladimir Putin is known for resolutions that make one gasp. Today's prime-ministerial nomination was just as unexpected, says Anatoli Chubais, United Russian Power Grid Co. boss.

"The President has made it his life style not to come up with universally expected moves," he remarks in tonight's corporate press release.

"The President risks to make thunderbolt decisions an end in itself-but he avoided the danger in this particular instance. However unexpected the nomination might be, it was a wise thing to do," says Mr. Chubais while confessing the nomination came to him as a surprise.

He approves Mikhail Fradkov's nomination. In particular, the new Prime Minister will be good for a current company reform.

"Russia has few experts of such excellence and experience as Mr. Fradkov. He has a rare accomplishment precious to the present government-he can do pragmatic everyday jobs without losing strategic vision.

"This lucky combination is good to the Cabinet we have now. Then, Mr. Fradkov has vast experience that can upgrade Russian politics to a European class, and send them-literally and figuratively speaking-along European channels. That is certainly a positive prospect. So we are optimistic about our endeavours, company reform included." As Mr. Chubais pointed out, he and Mikhail Fradkov had worked side by side in the federal government for several years, and co-operated on Power Grid European projects within the few preceding years.
