    KRASNOYARSK, February 27th, 2004 (RIA Novosti correspondent Yelena Glushakova) - "I hope we will make the Krasnoyarsk territory an example for other regions of Russia," Vladimir Putin said at a conference in Krasnoyarsk.

    In his words, other federation members of Russia can borrow the positive experience of the Krasnoyarsk territory, noted the Russian president.

    According to Mr. Putin, he arrived in the Krasnoyarsk territory to see what had changed there since his previous visit on the request of Alexander Lebed (the then governor of the territory, who later died in an air crash) to help the region emerge from the deep system crisis.

    The president recalled that two years ago, the Krasnoyarsk territory had wages arrears and was in a budget crisis. "This richest region was bankrupt," he noted. Besides, the president said that the relations between the federation members within the territory were becoming decreasingly regulated.

    For today, Putin stated, the territory has virtually no wage arrears to energy sector workers. The territory has resumed its position of a donor region.

    "I was satisfied to see the debates between representatives of federation members of the Krasnoyarsk territory," said the president.

    Putin remarked that despite the tragic death of Alexander Lebed, all the agreements that were achieved at his meeting with the territory's federation member representatives were observed and all his plans were being implemented. According to the president, the events that accompanied gubernatorial elections in the region did not hamper the process either.
