MOSCOW, February 27 (RIA Novosti correspondent) - Human rights commissioner in Russia Vladimir Lukin called upon the country's law-enforcement bodies to be more effective in investigating and detecting crimes linked with the fanning up of racial, ethnic and religious discord and political extremism.

The Russian ombudsman's press service quotes Lukin as saying that "these crimes must not remain unpunished, and the guilty ones must be prosecuted under the law."

Lukin stated that tolerance to manifestations of racial and ethnic discord undermines Russia's prestige in the world.
