ECONOMIC DEVELOPMENT MINISTRY'S CONCEPT OF CREATING FREE ECONOMIC ZONES APPROVED BY CABINET

MOSCOW, February 26 (RIA Novosti) - The creation of special economic zones will make it possible to increase the inflow to Russia of foreign investments by 100%, and Russian investments, by 10%, Russian deputy Economic Development and Trade Minister Arkady Dvorkovich told a Thursday press conference.

"As a result of free economic zones' creation, billions of dollars will come to the country at the first stage alone," he said after a government session that touched upon the draft law on such zones.

Special efficient economic zones will certainly be created in Russia, Dvorkovich said. In his words, the draft law suggested by the Russian economic development and trade ministry has been "mainly approved" by the cabinet; before mid-April, it will be finalized and re-submitted for consideration to the government. When discussed, the bill will be sent to the State Duma.

Mr. Dvorkovich said the first technological sites will appear in Russia in 2005, and production zones in 2006.
