"We are distressed about the tragic event. A thorough investigation is going on and by now we have not discovered a concrete thing to proof the guilt of the Turkish construction company", Abdullah Gul said at the press conference on results of his Moscow visit.
"We hope that by the end of March a preliminary conclusion on the causes of the water park incident will be ready", said the Turkish foreign minister.
"Many Turkish construction companies are operating on the Russian market, building top-class projects. If tragic circumstances have sprung up at the fault of one firm, all of the Turkish construction firms cannot be blamed", he said.
As a result of the Transvaal-Park roof cave-in on February 14, 27 people have died and over 100 turned for medical help.
