"Not every company licensed to build can be allowed to build skyscrapers. It's necessary to introduce licensing by kinds of facilities," Luzhkov told a Wednesday press conference.
"I would be cautious enough to allow some licensed building company to construct skyscrapers," the mayor said.
He emphasized the system of license issuance must be state-run.
In his turn, Russian State Construction Committee chairman Nikolai Koshman said a more thorough procedure of license issuance, and, accordingly, a higher price for it, is necessary for construction of high complexity facilities. For other facilities, licenses can be issued according to a simplified procedure, Mr. Koshman added.
In Luzhkov's opinion, in conditions of increasing construction volumes and the number of construction companies, as well as construction work getting more complex, the potential of state control and regulation bodies in the construction sector must increase as well.
