"This tragedy is a tough lesson for the city, which caused a very difficult situation in the city's architectural and construction sector," Luzhkov acknowledged.
According to the mayor, the commission and experts would establish those responsible for the accident.
"We will thoroughly analyse the event. Several commissions have been set up by the Moscow government to look into the reasons of the tragedy," said the mayor.
In his words, independent foreign specialists have been engaged in the investigation.
"Several versions - architectural miscalculations, poor technological production of the structures, poor quality of the materials, the building structures and the foundation - are under consideration now," said Luzhkov.
According to him, the tragedy left 26 people killed, and 61 injured, including four in an extremely grave condition and another 14 (7 children) in a serious condition.
