MOSCOW, February 17 (RIA Novosti) - The head of the Ministry of Emergencies, Sergei Shoigu said that 50% of the expenses of construction projects should be spent on safety.

The minister complained that very little attention was given to the safety of buildings during their construction. In his opinion, the expenses should be broken into two parts, 50% of the construction expenses should be used to ensure the safety of the building. The minister said that this includes the design of the building, fire extinguishing systems, alarms and other equipment.

The head of the Ministry of Emergencies reported that there was no rigid timetable for clearing the rubble at the water park.

"There is no need to hurry," he told journalists on Tuesday.

Mr. Shoigu said that during the rescue operation, rescue workers were able to take 59 people from under the rubble.

"Each hour we took a moment of silence, and the rescue workers knew how to reach the 14 living people. Search dogs found another 39 people," said the minister.
