MOSCOW, February 17, 2004 (RIA Novosti) -- According to Russian Emergencies Minister Sergei Shoigu, the fate of twelve people remains unknown in the wake of the collapse of the roof in Transvaal Park on February 14th.

The number of victims is still 25, Shoigu told journalists on Tuesday.

Two conditions should be observed to avoid such tragedies in the future: to strictly fulfill all the construction regulations and norms and to make people understand the difference between money and responsibility, the Emergencies Minister said.
