    UPPER HOUSE SPEAKER AGAINST FORMING GOVERNMENT ON PARTY BASIS

    MOSCOW, February 16 (RIA Novosti) - Speaker of the upper house, Federation Council, Sergei Mironov has come out against forming the new government on a party basis.

    "The government should be professional, and not party-based," he said at a press conference in Moscow on Monday. Mironov is one of the seven registered presidential hopefuls. The poll is due on March 14.

    According to the candidate, he has no doubt that the future government will be formed on the professional basis because the new cabinet will have to deal with more serious tasks.

    Besides, changes in the government formation routine will require constitutional amendments, and the Constitution is inviolable, Mironov asserted.

    He also spoke for adopting the so-called Social Code that would clearly outline the government's responsibility for some dropping indices in the country, in particular, the worsening living standards and decreasing wages.
