DOMODEDOVO (Moscow region), February 10 (RIA Novosti) - The Russian government has decided to ban licensing for the majority of business activities and completely change licensing principles in some other areas. Deputy Prime Minister Boris Alyoshin said this at a seminar for the State Duma deputies who were first elected to the lower house.

According to the vice premier, the state now issues 70,000 different licenses annually, and there can be no qualitative licensing when such volumes are concerned.

During the work of the government commission for the administrative reform, "the idea of licensing completely changed," Alyoshin heading this commission said. According to him, the licensing should mean that the company is responsible to its clients, including property responsibility.

Business should perform such functions as auditing, expert estimates and consulting, the government believes. "The government should keep an eye on dangerous commodities and dangerous productions," said the deputy prime minister.
