PUTIN ARRIVES IN CHUVASHIA TO INSPECT RURAL DEVELOPMENT PROGRAMME

SHEMURSHA (Chuvashia). February 5th, 2004 (RIA Novosti correspondent) - The Russian president's visit to Chuvashia is aimed to see how the rural development programmes that are being implemented now work. Vladimir Putin said this at a conference on rural social development.

In his words, the efforts on the rural development are insufficient because they are not centralised and the work is divided into 13 federal programmes.

"The efforts need to be concentrated, and the coordinated work of the federal centre, regional and municipal authorities," said the president. He noted that rural development was based on the economic progress. "For the people to notice any improvement, the financial and administrative authorities should be clearly divided, the personnel training system established and administrative barriers hampering rural development eliminated," he stressed.
