He said that the adoption of a new constitution of the post-Taliban Afghanistan is a great achievement and stressed that the constitution itself does not guarantee peace and stability.
Annan also pointed that the Afghan people, with the assistance of the international community, should now solve problems which hamper the peace process. This means the improvement of an extremely alarming situation in the security sphere, the maximum representation of the bodies of authority and acceleration of the reconstruction rates.
According to the Secretary General, the actions in the above-mentioned spheres should not be delayed for the next step, stipulated in the Bonn 2001 peace agreements, to be made, that is the holding of direct presidential elections in June 2004. Kofi Annan again came out for the convocation of a new international conference on Afghanistan.
