INTERNET PROVIDERS TO BEAR RESPONSIBILITY FOR CLIENTS

MOSCOW, April 14 (RIA Novosti) - Last week amendments to the law On Information, Informatization and the Protection of Information were submitted to the State Duma. If adopted, Russian Internet providers will bear responsibility for the information posted by their clients, the daily Vedomosti reports.

The current law On Information, Informatization and the Protection of Information, adopted ten years ago, is obsolete. Author of the amendments Stanislav Petrovski, senior research associate at the State and Law Institute of the Russian Academy of Sciences, introduces the notion of responsibility of information providers for the unlawful spread of information by clients.

"Fixing a framework of responsibility for the spread on information is a must", believes marketing manager Dmitri Sobolev of the Karavan company. "Only after relative judicial precedents appear can it be judged how much influence this document has on work of providers", he said. Director Mikhail Yakushev of the legal support board at the Information and Communication Ministry said that the amendments are Petrovski's personal initiative. "The ministry is independently working on a new wording of the information law and very soon it will be submitted to the government", Yakushev said.
