RUSSIA'S SPECIFICS NECESSITATE PASSING A SPECIAL LAW ON COMPREHENSIVE USE OF NATURAL RESOURCES

KRASNOYARSK, April 9 (RIA Novosti) - Krasnoyarsk legislators are working out a draft federal law on the comprehensive use of natural resources. This was said on Saturday by Yuri Zakharinski, head of the natural resources commission of the Krasnoyarsk legislative assembly (parliament), appearing at the local investment forum.

"Our country lacks legislative acts that would regulate minerals-use activities with account for the spatial combination and the complex nature of natural resources", he noted.

To him, many regions of the Russian Federation feature spatial combinations of natural resources. "They are, for instance, lands of the forest fund and mineral deposits in them, woods in water-protection zones, placer deposits on river beds and rivers proper in use by adjacent populated places", Zakharinski explained.

In this connection, Krasnoyarsk parliamentarians have decided to draw up the draft federal law On the Comprehensive Use of Minerals in the Russian Federation on the Principles of Sustainable Development. The draft's concept is ready, Zakharinski said.

It is to regulate the activities of state organs in the management of minerals and the provision of minerals-use rights in view of their comprehensive nature, as well as economic efficiency and environmental friendliness, Zakharinski said.
