KYRGYZSTAN: OPPOSITION LEADER APPOINTED ACTING PRESIDENT

BISHKEK, March 24 (RIA Novosti) - Kyrgyzstan's Legislative Assembly appointed Ishenbai Kadyrbekov acting President, said parliamentarian Kabai Karabekov, as he was commenting a limited-attendance parliamentary session for Novosti.

As the Constitution has it, the parliament Speaker de facto assumes the duties of head of state when the President or the Cabinet are absent, he explained.

"Parliament has elected its new Speaker. That is Ishenbai Kadyrbekov. He will thus become acting president."

The opposition-established Coordination Council of Popular Unity will assume the duties of a provisional government, determined the session.

Leading the council is Kurmanbek Bakiev. Prominent on the opposition, he was removed from the parliamentary runoff, allegedly for canvassing rule trespasses. Bakiev led the opposition group, Kyrgyzstan, on the previous-convocation parliament, and headed the committee for construction, mineral resources, transport and communications. Early this month, his public supporters blocked the Bishkek-Torugart highway in protest against his removal from the election race.

The Legislative Assembly is presently the only legitimate body for decision-making, pointed out Kabai Karabekov.

The Assembly is opening a kurultai, congress, to gather parliamentarians of the previous and new convocations.
