The resolution reads in part that "in the absence of agreements on the timeframe for Russia's withdrawal from the bases by May 15, 2005, Georgia must demand that the Russian Federation should terminate its military presence in Georgia by January 1, 2006; if no agreement is reached with the Russian Federation by May 15, 2005, on the concrete deadlines for the withdrawal of the bases that would suit the Georgian side, the parliament will instruct the Georgian executive authorities to take measures provided by the legislation."
In particular, the Georgian foreign ministry is instructed to stop the issue of Georgian exit visas, and the finance ministry should assess the Russian military bases' debts to the Georgian budget and formalize them as Russia's state debt to Georgia. Meanwhile, the defense ministry and the interior ministry must work out a special schedule for the movement of Russian military hardware, military cargoes and Russian servicemen across the Georgian territory, and also to establish control over the implementation of its decisions. The interior ministry and the Prosecutor General's Office are instructed to examine all cases of violations of the Georgian legislation by Russian servicemen and take the appropriate legal measures. The ministry of nature conservation is to determine the scale of the damage to the environment caused by military exercises on the ground ranges of military bases in Georgia temporarily used by Russia."
