EVERY SECOND RUSSIAN STILL NEGATIVE ON BENEFITS-FOR-MONEY SWAP

MOSCOW, February 4 (RIA Novosti) - No appreciable change in the Russians' mood regarding reform of the social benefits system happened last week: 29 percent are positive and 49 percent negative. People on the welfare are more critical - 30 percent for and 57 percent against.

These figures are circulated by the Public Opinion fund on results of the national poll. It was held on January 29 through 30 in 100 places in 44 regions, territories and republics in every economic-geographic zone by place-of-residence interviews. The statistical error in such polls lies within 3.6 percent. 1,500 respondents were questioned.

An important factor for shaping opinions and estimations is "daily discussions". It can be said today that the mood of overheard conversations has not changed in general: 61 percent negative utterances, 12 percent mostly positive. Indicatively, the share of pollsters who did not hear any discussions of the reform subsided from 22 to 16 percent.

Meanwhile, the share of people who heard official explanations of the reform in the mass media and found them "intelligible" increased from 23 to 29 percent during the week. Simultaneously, the share of those finding all explanations unintelligible reduced from 19 to 14 percent.

It also turned out that the share of those approving (56 percent) actions of protest over the benefits-for-money swap and ready to join in (26 percent) did not change during the week (it holds true for all the polled, recipients of benefits and respondents with such recipients in their families). On the other hand, the feeling of the edge of the social conflict was not as acute as before. Thirty five percent of respondents expect that actions of protest will step up, 32 percent expect them to subside (the share was different last week - 40 against 28 percent).
