The law was adopted by the State Duma on December 15, 2004 and was approved by the Federation Council on December 24, 2004.
The federal law establishes criminal responsibility for organization of illegal migration, i.e., for organization of illegal entrance to Russia of foreign citizens or persons without citizenship, their illegal stay in the Russian Federation, as well as for the same actions made by an organized group or with the purpose of committing a crime on the territory of the Russian Federation.
Besides, the law specifies the list of deeds entailing administrative responsibility for violation of immigration regulations and violation by refugees and forced migrants of the rules of stay (residence) in the Russian Federation.
