RUSSIAN FOREIGN MINISTRY DISAGREES WITH WESTERN OBSERVERS

MOSCOW, December 28 (RIA Novosti) - Western observers believe that the Ukrainian elections corresponded with standards, however, their arguments are not convincing, official spokesman for the Russian Foreign Ministry Alexander Yakovenko said on Tuesday.

According to him, the conclusions of observers of the Organization for Security and Cooperation in Europe, the Council of Europe, the European Union and the Commonwealth of Independent States have little in common.

The western observers who made the majority of the massive international mission under the auspices of the OSCE Bureau on Democratic Institutes and Human Rights believe that the re-voting of the second round brought Ukraine closer to international standards, Mr. Yakovenko noted.

According to him, among the positive aspects was more transparent work of election commissions.

"However, the observers saw former drawbacks - the improper drafting of voters' lists (as a result many people failed to cast their votes); provocative propaganda; confusion during the voting outside polling stations, etc. "Against this background the conclusion about corresponding to the standards is not convincing," the official spokesman stressed.

According to him, "violations of the first and second round of the voting were repeated - mass propaganda on the election day and the use of attributes having influence on people's free will, etc."

"The OSCE observers preferred not to mention these facts," Alexander Yakovenko said.

"In this situation it is obvious that the opinion of the western observers on the elections in Ukraine cannot be conclusions of the ultimate authority," he emphasized.
