MOSCOW, December 17 (RIA Novosti) - Gazprom will not decide whether to borrow, and how much, after the Sunday auction comes off.

The gas monopoly has earmarked 150 billion rubles, roughly $5 billion, to borrow for its Yuganskneftegaz bid. A 76.79% stock of Yuganskneftegaz, main Yukos production branch, is to be auctioned off on December 19. The bidder will not know whether to make a loan, and determine the amount if it does, till the event is over, concern PR say in a press release.

The Gazprom Directors' Board has approved its verified budget/finance plan and investment program for this year. The Russian-based giant expects lump incomes and profits at 1,238.2 billion rubles, and obligations, investments and expenditures at 1,427 billion, with an 1.1 billion surplus ($1=27.84 rubles).

As the verified investment program has it, Gazprom capital investment has increased by 13.2 billion rubles to 205.5 billion. Long-term investment has grown by 11.3 billion to 31.3 billion. The program has thus added 24.5 billion rubles to 236.8 billion.

Capital investment had to rise, primarily, with a thunderbolt price rise for metal articles.

The company has commissioned, or will do so before the year's end, three gas generating plants, total annual output 70.42 billion cubic meters; 345 wells in gas fields; three supplementary compressor stations, total capacity 252,000 kilowatt; gas mainlines and branches, total length 1,093.95 kilometers; and six compressor plants, total capacity 598,400 kilowatt, at pipelines and underground gas holders.

Underground gas holder capacity is to add 0.9 billion cubic meters as 63 gas wells are switched on.
