DUMA TO DEBATE ANTI-TERROR BILL

MOSCOW, December 15 (RIA Novosti) - The State Duma, the Russian parliament's lower house, will quite soon debate a bill, On Counteracting Terrorism. It offers legal norms and practical arrangements on which many services and agencies can join hands on the anti-terror combat.

The information came from Viktor Zavarzin, Duma defense committee head, as he sat in conference with foreign military attaches.

Many appalling terror acts shook Russia this year, and prompted its parliament to be quick with a bill that would regulate troop commitment, law enforcement efforts, and troop control in anti-terror operations, said the MP.

The new bill is explicit about the duties of each federal body in anti-terror efforts, and subordination and coordination patterns for all involved central agencies and services.

Patterns offered by the bill rule out parochialism as tasks of a national purport are tackled, pointed out Mr. Zavarzin.

The bill stipulates personal liability for untimely decision-making, and responsibility for anti-terror achievements. It regulates military service in anti-terror operation areas, and envisages a medical and psychological rehabilitation system for people involved in anti-terror action.

The defense committee has received more than forty draft anti-terror bills after the tragedies of last August into September, added the parliamentarian.

There are presently more than two hundred foreign mercenaries in Chechnya. International terrorism has declared war on Russia, and the Al-Qaeda is active in Chechnya. Thus, information about Al-Qaeda talks with Chechen terrorists has reached US secret services, said Mr. Zavarzin.
