PROVE I'M BAD, SAYS UKRAINIAN ELECTION CHIEF

KIEV, November 28 (RIA Novosti) - The Supreme Rada, Ukraine's parliament, had an emergency session yesterday to pass, on the whole, a statement on current political developments in the country. The document had a sweeping vote of 307, against a threshold 226.

The Rada previously approved as basic, and eventually as a whole, particular points of the statement, among them one to invalidate the returns of last Sunday's presidential runoff, what with legal trespasses in a vote which thus failed to truly reflect the nation's will.

The Rada expressed no confidence in the Central Election Commission after it had not coped with its duties. The incumbent President is to offer to parliament, before December 1, a representation on commission members resigning ahead of term.

Sergei Kivalov, commission head, says he is willing to step down - but not before his guilt is duly proved. "I am ready to resign, but I must be faced with proof of my responsibility for a situation which steeped this country into a post-election social and political crisis," he said to the Inter television in last night's live cast.

Mr. Kivalov angrily described the parliamentary statement as overly political and devoid of common sense. "They have taken the political not legal road, while they ought to have proceeded from common sense," he snapped.

The election boss resolutely denied all assumptions of incompetence and ballot forgeries.

The parliamentary statement is certainly political, and has no legal purport, agrees Speaker Vladimir Litvin. "The Rada has made a political resolution, and now ought to buttress it with legal steps," he said to newsmen after the emergency session.

Mr. Litvin sees only two ways to come to an accord-either to repeat the entire presidential election or the runoff alone. The latter option is doubtful as the Ukrainian law does not stipulate runoffs repeated.

Ukraine will be in for a legal and political controversy if the Supreme Court legitimises the vote of November 21, warned the parliamentary leader by way of answering a reporter.
