MOSCOW/BRUSSELS, November 5 (RIA Novosti) - Russia and the European Union have not yet finalized work on guidelines and road maps for joint action. Dialogue on the basic four avenues of cooperation is now underway, diplomatic sources in Moscow say. In the period left before the Hague summit scheduled for November 11, final touches will have to be put to the road maps, that is mechanisms of implementation of such spheres as economics, freedom, security, law, science, education and culture.

The sides are facing the task of adopting all the documents in a package and being particularly considerate of the quality of prepared documents on the directions of cooperation.

French President Jacques Chirac said Friday in Brussels that Russia and the 25 countries of the European Union have set themselves the task of forming four common environments, including the two that have already been agreed upon with their road maps. Certain aspects of the two remaining spaces and plans toward them are left to be coordinated, said the president. He did not specify the environments he implied but expressed confidence that all outstanding problems would be soon handled.

The leadership of the European Union is getting prepared for staging a Russia-EU summit in the Hague on November 11, reports European Union head Jan Peter Balkenende, Prime Minister of the EU-presiding Netherlands. The Dutch premier promised to bend every nerve to make the coming summit successful.
