OSCE MISSION'S RUSSIAN MEMBER DISAGREES WITH ITS OPINION OF UKRAINIAN ELECTION CAMPAIGN

KIEV, October 29 (RIA Novosti) - The State Duma (Russia's lower parliamentary chamber) deputy Yegor Solomatin, representing the Russian Federation in the OSCE mission, cannot agree with its opinion of the on-going election campaign in Ukraine.

"I'd like to voice my approach to the conclusions drawn by the OSCE spokesmen at the meeting with the Ukrainian president. They claimed the use of the administrative resource in regions and the impossibility of equal use of the mass media. I cannot agree with either", Solomatin told the news conference in the information centre of the Russian club Election-2004 in Kiev.

Solomatin said that for over two weeks in Ukraine he has not noticed media preferences as regards presidential runners. And specified that his observations concern mostly eastern regions.

"The administrative resource was manifest during events outside the Central Election Commission (on the night between October 23 and 24). The deputy status is an administrative resource because a deputy enjoys protection of the law. Deputies were bringing pressure to bear on the CEC", Solomatin said.

He also stressed that certain political forces are trying to "cause artificial tension" around the vote count.

"Security for the election commissions must be ensured. It is crucial for the legitimacy of the Ukrainian election", the spokesman for the OSCE mission believes.

"Every side can monitor the election and voice count", Solomatin said.
