MOSCOW CALLS ON WORLD COMMUNITY TO REDUCE GREENHOUSE GAS EMISSIONS

MOSCOW, October 25 (RIA Novosti) - Moscow calls on the world community to reduce the emission of greenhouse gases, reads the statement of the Russian Foreign Ministry Information and Press Department.

Positively assessing the Kyoto protocol, Moscow believes that to ensure the efficiency of measures to prevent a global climate change, it's necessary to seek to reduce greenhouse gas emissions through the efforts of the whole world community, said the Foreign Ministry.

On October 22, the Russian State Duma approved the bill On Ratification of the Kyoto Protocol to the UN Framework Convention on Climate Change. Upon approval of the law by the Federation Council and its signing by the president of the Russian Federation, it will officially become valid.

The ministry noted that the decision on ratification was made with account for the significance of the Protocol for the development of international cooperation, as well as the fact that the document would become valid only if Russia participated in it.

The wide range of our cooperation with the EU was also taken into account, reads the Foreign Ministry statement.

In this connection, Moscow pays special attention to the State Duma statement, which was made together with the ratification of the protocol.

It emphasized, in part that "the commitments of the parties to the Protocol on quantitative indices of greenhouse gas emission reduction in the second and further terms of the Protocol, that is, after 2012, will be defined at talks with the parties to the protocol, which are to start in 2005." "After the talks, the Russian Federation will make a decision on its participation in the Protocol in the second and further terms of its validity," reads the State Duma statement.

The Russian Foreign Ministry believes that the ratification of the Kyoto protocol by Moscow will give a new impetus to wide and mutually advantageous cooperation in the sphere of environment preservation.

The protocol meets Russian standards, as it makes it possible to use the built-in mechanisms to modernize our economy and improve the environmental situation. "We hope for the deepening of cooperation in the cause of implementation of projects relevant for Russia with all interested countries, organizations and first of all with the European Union," reads the ministry statement.
