TALKS WITH MASKHADOV RULED OUT: KOZAK

MOSCOW, October 14 (RIA Novosti) - Negotiations with Aslan Maskhadov, prominent on the Chechen separatist top, are out of the question, says Dmitri Kozak, presidential envoy plenipotentiary to federal district South.

"We cannot negotiate with masterminds of inhuman atrocities, like what happened in Beslan. There is no way to have talks with those who commit them-any person of a sound mind sees that much," he said to newsmen today.

"It is preposterous to hold talks with those people-if one can refer to them as people after what they did. Whatever talks would mean only one thing, that the terrorists have got their ends.

"To create conditions for peaceful life is the only way to settle the Chechen issue."

The federal top must be patient and work smoothly and consistently for that goal, he went on.

Chechnya is expected to go to a republican parliamentary poll next year. There is no way for now to refer to a more precise date. It is under debate now, and blueprints will be ready before this year's end, said Mr. Kozak.

As the Chechen Constitution has the matter, it takes a federal presidential decree to appoint a maiden election of the bicameral republican parliament.

It will be wise to hold the election next spring, Alexander Veshnyakov, federal Central Election Commission president, remarked on a previous occasion.
