PUTIN, KHLOPONIN DISCUSS MAJOR INVESTMENT PROJECTS

MOSCOW, October 5 (RIA Novosti) - Governor of the Krasnoyarsk territory Alexander Khloponin reported to Vladimir Putin on the implementation of two investment projects.

The first and main project, according to Mr. Khloponin, is the development of the Vankor oil and gas field. By 2008 79 billion rubles ($2.7 billion) will be invested in it, he said.

This project also implies the construction of an oil pipeline to Dudinka (a sea port in the north of West Siberia), the governor noted.

This project involves not only the Krasnoyarsk territory but also other Russia's northern regions, he added.

The second project implies the construction of the second line of the Boguchansk hydroelectric power plant, Alexander Khloponin said.

"Electric energy produced at the plant should be consumed inside Russia, in particular, in the Krasnoyarsk territory," he reminded.

In his words, this condition is fulfilled because it was counted that the Krasnoyarsk territory would be able to consume this energy. The governor believes that the implementation of this project will boost the development of timber industry, metallurgy and gold mining.

According to Mr. Khloponin, the relevant inter-departmental working group has already improved the technical task on the construction of the second line.

"The investors' contest is the only remaining problem but we hope to launch the construction in 2005," he noted.
