"The MCC has obliged the conflicting sides to fulfil by October 15 of this year the decisions earlier taken by the commission, complete the documenting of the personnel of the peacekeeping battalions, by October 20 to settle the issue of the strength and dislocation of the police/militia posts, resume work of the Mixed Information Centre under the combined peacekeeping forces in the zone of the Georgian-South Ossetian conflict", the communique reads.
The MCC has noted the special importance of preparing a meeting between Georgian Prime Minister Zurab Zhvania and the head of the unrecognised South Ossetian republic Eduard Kokoity for further normalisation of the conflict zone and promotion of the negotiating process.
"The cease-fire, established in the conflict zone since August 20 this year as a result of the MCC effort, is being observed in general", the ministerial communique reads.
The MCC has noted the preservation of certain tension and voiced anxiety over "the attempts to close the Trans-Caucasian highway and block the movement of people and cargoes, including humanitarian aid; laying of command-fire mines; fortification organisation of terrain".
The MCC has decided to "carry out a set of additional operative military measures aimed at strengthening the cease-fire regime and withdrawing illegal armed formations", the communique goes on to read.
According to the Russian Foreign Ministry, the MCC has made notice of the information of the head of the OSCE Georgian mission Roy Reeve on supposed increasing the number of the OSCE observers in the conflict zone and noted that this question is to be solved on the basis of agreement reached between the conflicting sides.
The MCC has also voiced itself in favour of convening in Sofia, on another place upon agreement between the parties, a MCC representative sitting with the participation of the OSCE previous chairman.
"The decision of the European Communities Commission on allocating financial resources for the rehabilitation and development of the economies in the Georgian-South Ossetian conflict zone has been noted with satisfaction", the ministerial communique reads.
The MCC has also approved in the post Major-General Marat Kulakhmetov, earlier appointed as the commander for the Combined Peacekeeping Forces in the conflict zone.
