PUTIN SIGNS DECREE ON EXTRA GOVERNMENT STEPS TO SUPPORT RUSSIAN RIGHTS MOVEMENT

MOSCOW, September 27 (RIA Novosti) - Federal President Vladimir Putin has signed a decree, "On Extra Measures for Government Support of the Rights Movement in the Russian Federation," reports the Kremlin press service.

The decree reads, in part:

"To develop on Decree No. 864 by the President of the Russian Federation, of June 13, 1996, 'On Certain Measures for Government Support of the Rights Movement in the Russian Federation,' to promote further establishment of civil society, and extend interaction of public and governmental institutions, I decree:

"1. To approve a proposal of the Human Rights Commission under the President of the Russian Federation, for the establishment of an International Rights Protection Centre.

"2. The Presidential Staff of the Russian Federation and the Government of the Russian Federation shall assist the Human Rights Commission under the President of the Russian Federation with International Rights Protection Centre establishment.

"3. Envoys plenipotentiaries of the President of the Russian Federation to the federal districts shall attract representatives of rights organisations active in the relevant federal districts to the work of deliberative and consultative bodies the said envoys are establishing, in particular, through appointing said representatives on those bodies.

"4. To recommend to executive bodies of constituent entities of the Russian Federation to assist material and technical equipment of rights commissions in constituent entities of the Russian Federation; and to make consideration for proposals by rights organisations in reforming the membership of deliberative and consultative bodies established by the said executives, and of the above commissions."

The decree aims to implement one of the basic clauses of President Vladimir Putin's state-of-the-nation address to the Federal Assembly of the Russian Federation. The clause concerns necessary social consolidation and exhaustive guarantees of human rights and civil and political freedoms, stress Kremlin PR.
