RUSSIA EXCEEDS PLANNED BUDGET SURPLUS FOURFOLD

MOSCOW, September 1 (RIA Novosti) - Russia's federal budget surplus for the first half-year made 354.1 billion roubles, roughly US$12 billion, as against 184.2 billion roubles for the initial half-year 2003, reports the Federal Statistical Service.

Federal revenues for January into June made a lump 1,538.7 billion roubles-fiscal revenues 1,206.9 billion and non-fiscal 112.8 billion-and expenditures 1,184.6 billion roubles. Thus, the half-year accounted for 56.1 per cent of revenues earmarked for the year, and 44.5 per cent of expenditures.

The budget surplus exceeds expectations fourfold.

Corporate profit taxes brought in 96.3 billion roubles-58.5 per cent of the year's; VAT 473.8 billion-47.9 per cent; excises 71.8 billion-72.8 per cent; natural resource rents 193.6 billion-69.3 per cent; and foreign trade and other transnational economic transactions 366.3 billion-68.8 per cent.

Adding up for non-fiscal revenues were profits from the use of government and municipal property, and activities of government and municipal organisations-89.7 billion roubles, and 54.2 per cent of the year's; foreign economic revenues-17.5 billion, and 38.6 per cent; target budgetary fund revenues-7.5 billion and 53.4 per cent; and flat social tax revenues-211.4 billion and 48.2 per cent.

State administration and local self-government accounted for 31.7 billion roubles of federal expenditures-41.2 per cent of the year's; national defence 192.6 billion and 46.8 per cent; state security and law enforcement 136.8 billion and 44 per cent; fundamental research and promotion of research and technical progress 19 billion and 41.1 per cent; power and other industries, and construction 203 billion and 30 per cent; farming and fishing 10.7 billion and 36.2 per cent; environment and natural resource protection, weather forecasts, cartography and land surveying 5.3 billion and 43.2 per cent; transport, communications and information technologies 2.3 billion and 41.6 percent; public cultural events 158.6 billion and 44.9 per cent; and national and municipal debt service 106.8 billion and 37.2 per cent.

Financial aid to other budgets amounted to 411.3 billion roubles-50.5 per cent of the year's; road building and maintenance, 17.3 billion and 21.8 per cent; and target budgetary funds 4.4 billion and 31.1 per cent.

Private bank deposits in roubles and foreign currency made 1,795.5 billion roubles, as of July 1-16.7 per cent more than for January 1, and 41.3 per cent more against July 1, 2003.

The Savings Bank of Russia accounted for 60.9 per cent of the total, as against 65 per cent of July 1, 2003. Its share had also shrunken since the year's start.

Private bank deposits in foreign currency made 485.2 billion in rouble equivalent, as of July 1-4.4 per cent more than at the year's start. The share of such accounts in the Savings Bank came o.2 per cent down, as against January 1, to make 44.5 per cent of the national total. The percentage for July 1, 2003 was 46.1.
