GREF CALLS FOR COMBATING DUTCH DISEASE IN RUSSIAN ECONOMY

MOSCOW, August 23 (RIA Novosti) - Russia's Minister of Economic Development and Trade German Gref speaks in favour of curing the Dutch disease of the Russian economy.

"The Dutch disease consists of the fact that the primary sector predominates, it is highly cost-effective, attracts more and more investments and grows even more dominating. The Dutch disease can only be cured through one way by comprehensive promotion of the economy diversification", said Mr. Gref at the Russian government's session on Monday.

In particular, according to him, it requires state investments to infrastructure. In this sphere Russia seriously lags behind its competitors, stated the minister of economic development and trade.

"We are, evidently, at a decision-making stage in the area of infrastructure development", said Mr. Gref. This being the case, each ruble of state investments will give several rubles of private investments in the longer term, he stressed.

"It is very important to hold a separate discussion of the issue as soon as possible and define clear-cut and transparent principles of our further policy, so that it may be understood by the State Duma deputies, the Federation's constituents and, which is most important, by private investors", said the head of the Ministry of Economic Development and Trade.

Speaking in his turn at the session, Industry and Energy Minister Victor Khristenko suggested that the Russian government should switch to three-year budget planning.

"The budget policy should rest on more stable parameters of three-year planning. These should not be signalling figures, the policy should be stable over three years", said Mr. Khristenko at the government session on Monday.

In his opinion, in case the three-year plan is adopted, the annual budgetary discussion would be of adjusting nature.
