It is necessary to introduce passport and visa documents of the new generation with the use of biometrical parameters in Russia, the State Duma says. According to MPs, the government should control the implementation of this program.
The State Duma deputies believe that the system of identification and registration of foreigners and persons without citizenship in Russia does not meet present-day demands and fails to be an effective means against illegal migration.
The lower house is concerned about the migration situation, which extends the sector of shadow economy, increases crime and corruption and unleashes inter-ethnic conflicts.
"In these conditions the government should not only response to the migration situation but also to make migration a factor of Russia's social-economic growth and not a threat to the country's national security," reads the State Duma's address.
