BELGRADE, July 1 (RIA Novosti) - Russia considers Kosovo an integral part of Serbia and Montenegro, State Duma Speaker Boris Gryzlov said in Podgorica on Thursday.

"It is surprising that 30,000 international peacekeepers failed to prevent an outburst of Albanian violence on March 17," the speaker noted.

"I suppose KFOR should review the principles of its work in Kosovo to stabilize the situation," he added.

Kosovo is the main problem on the Balkan and international agenda, Mr. Gryzlov told the Montenegrin parliamentarians.

Russia comes out for implicit respect for the existing borders in the Balkans, the State Duma speaker stressed.

He supported the idea to gather a Balkan conference to maintain the permanent borders and multinational principles in the region.

According to Boris Gryzlov, Russia regards Serbia and Montenegro as a key partner in the Balkans.

"Our relations are characterized by a dynamic political dialogue," the speaker said.

Russia assigns priority to economic cooperation with Serbia and Montenegro, he remarked adding that 2003 saw big growth of mutual trade turnover.

Moreover, Russian businessmen are ready to invest in Serbia and Montenegro, he reported. He mentioned the forthcoming privatization of an aluminum plant in Podgorica and Montenegro's big tourist potential.
