RUSSIAN POLITICIANS AND ANALYSTS COMMENT ON SENTENCE OF QATARI COURT

MOSCOW, June 30 (RIA Novosti) - Russian parliamentarians believe that the Qatari court's life sentence to the two Russians convicted of killing Chechen separatist leader Zelimkhan Yandarbiyev is "unfounded and unjust" and insist on review of the case.

Actions of foreign special services and international terrorists are traced in this case, head of the Chechen branch of the United Russia party Franz Klintsevich told RIA Novosti.

"Russia should appeal to international institutions and seek the release of its nationals, who have nothing to do with the murder," Mr. Klintsevich said.

According to State Duma Vice Speaker Vladimir Zhirinovsky, Qatar's emir will grant a pardon to the Russians. "Our compatriots will return home. At the worst, they will serve their sentence in Russia," he noted.

The deputy believes that the Russian Foreign and Justice Ministries should adhere to a firmer position in the case when Russian nationals were illegally convicted in a foreign country.

Meanwhile, Mr. Zhirinovsky expects the Qatari leadership to compromise and release Russians.

This sentence is beneficial, first of all, to international terrorists who most likely killed Yandarbiyev, State Duma deputy Akhmar Zavgayev (Chechnya) said.

In his words, the decision of the Qatari court will be reviewed, the Russians will be set free and real murderers will go to trial.

Chairman of the State Duma international committee Konstantin Kosachev believes that the sentence of the Qatari court had not only juridical reasons.

The judges took their decision in the conditions of the escalation of Islamic extremism and terrorism all over the Middle East, the deputy told RIA Novosti.

"Obviously, today each government has to choose either the fight against international terrorism or fatal dependence on it," Mr. Kosachev noted.

"I hope the Qatari authorities will understand this complicated alternative and make proper conclusions form the sound analysis of the international situation without involving the Russian nationals into political games with extremists," he stressed.

Speaking about the measures Russia should take to release its citizens, Konstantin Kosachev said that it is necessary to appeal to higher authorities and demand the review of the guilty verdict and the return of the defendants to Russia.

The most important thing is that now their lives are out of danger, he added.

"However, the Russian side should not be satisfied with this. The sentence cannot be acknowledged just because the guilt of our compatriots was not proved," the parliamentarian added.

According to well-known Russian political analyst Sergei Markov, sentencing the Russians to life imprisonment, the Qatari court decided to take revenge on them.

"Qatari prosecutors are convinced of their guilt. The local authorities consider Zelimkhan Yandarbiyev not a terrorist but emir's guest and would like to have revenge for him," Mr. Markov said.

"Obviously, Russia cannot be compared with the Soviet Union, which nobody would dare to offend," he noted. Nevertheless, he hopes for a favorable outcome and pardon of the two Russians.

The sentence rendered to the Russian nationals in Qatar will not seriously aggravate Russia's relations with the Arab world, said head of the Arab Research Center of the Oriental Studies Institute of the Russian Academy of Sciences, professor Vitaly Naumkin.

"We shall continue our dialogue," he noted.

In his words, the Qatari legal system implies the right to appeal.

"Qatar's emir can grant his pardon to the Russians. Besides, they can be sent to Russia to serve their sentence there," the expert remarked.

"The sentence could have been severer but Russian diplomats' efforts helped to prevent it," he concluded.

Internationally wanted Chechen terrorist envoy Akhmed Zakayev attended the last court hearings in Qatar, the local information agency said.

According to the agency, Zelimkhan Yandarbiyev's widow Malika is satisfied with the court's decision.

"Moscow's insists on the Russians' innocence of Zelimkhan Yandarbiyev's murder," Russian Foreign Minister Sergei Lavrov said.

"Respecting the judicial procedures of Qatar, our lawyers will appeal against the court's decision. We shall be seeking the soonest return of our citizens," he added.
