STATE DUMA URGES GOVERNMENT TO SUPPORT NATIONAL SHIP-BUILDING

MOSCOW, June 30 (RIA Novosti) - The State Duma (Russian parliament's lower chamber) addressed Russia's prime minister with a request to take necessary steps towards development of the Russian ship-building industry.

"In the recent years, Russia's ship-building industry has been in a complicated economic situation: the industry's production volume has significantly decreased, a little bit more than one third of the production capacities is used, the main assets' wear is growing", reads the document.

In the deputies' opinion, the main reason for the current situation is the fact that Russia has not established favorable economic conditions for the industry's development. The MPs point out that high credit rates, defects of the tax legislation and high customs duties for importing component items lead to increased cost of the ship-building enterprises' products and make them noncompetitive as compared to similar foreign products.

The document emphasizes that such situation "may entail loss of modern ship-building technologies, regress of the industry and decrease in the country's defense capabilities".

According to the data, shown in the address, Russian companies order 85-90% of new sea-going ships and civil equipment from foreign dockyards.

The deputies believe that the situation could be improved by adopting the federal law "On legislative support of the Russian ship-building industry's development", discussion of the law having been delayed for a long time due to the changes in the country's budget and tax legislation.
