OMBUDSMAN LUKIN PROPOSES AMENDMENTS TO REFERENDUM BILL

MOSCOW, June 8 (RIA Novosti) - Russian ombudsman Vladimir Lukin proposes amendments to be made in the draft federal constitution law On the Referendum in the Russian Federation.

The statement received by RIA Novosti says that the ombudsman proposes eliminating faults in the bill.

In Lukin's opinion, it intends "an unjustifiably short term for translating into reality initiatives on the conduct of referendums and an overcomplicated procedure of putting a matter to referendum, starting from setting up an initiative group," he believes.

In his opinion, this may lead to a situation when, "immediately after adopting the law, the Constitutional Court of the Russian Federation will be overloaded with complaints putting to doubt whether the legislative regulation of the procedure for initiating and holding a referendum abides by the constitution."

"As a result, a situation may arise when a law just coming into force has to be appreciably amended, which will hardly add to its esteem, as well as to that of the legislature," the statement reads.

The ombudsman also said that the amendment proposals, prepared with his involvement, have been passed to subjects of legislative initiative. Lukin "strongly recommends to the State Duma to pay a special attention" to his proposals.
