KLEBANOV SPEAKS FOR SOME OF CAPITAL'S FUNCTIONS TO BE GIVEN TO ST PETE

ST PETERSBURG, May 18 (RIA Novosti) - Ilya Klebanov, the presidential plenipotentiary in the Northwestern federal district, speaks for a number of the capital's functions to be passed to St. Petersburg.

"The talk about the transfer of federal functions to St Petersburg was active at least before the presidential elections. The talk was about the judicial system - three law courts and the prosecutor's office. Technologically and technically, this work has moved a lot forward from the point of view of determining the places where these structures could be based," the Russian president's envoy told journalists Tuesday.

He said that as of today, the president has not yet taken a final decision on this issue. "This money was not considered when the 2004 budget was drawn up. It may be considered in the 2005 budget only provided the Russian president makes a final decision," Klebanov said.

"As for me, I support it," the envoy said.
