ELECTION COMMISSION CERTIFIES PUTIN'S PRESIDENCY

MOSCOW, May 6 (RIA Novosti) - Alexander Veshnyakov, in charge of the Central Election Commission, gave Vladimir Putin his presidential election certificate. The paper duly came up today, on the presidential inauguration eve.

Mr. Putin scored 49,565,238 votes-71.31% of the total turnout, say election returns the commission announced, March 23. A presidential election needs no runoff with a candidate scoring more than a half of the total votes in an initial round, says Russia's acting legislation.
