REFORM OF JUDICIAL SYSTEM IN ADZHARIA WILL BE FINANCED BY COUNCIL OF EUROPE

TBILISI, April 11 (RIA Novosti) - The Council of Europe (CE) will finance a number of projects to reform the judicial system of Georgia's Adzharian autonomy, Plamen Nikolov, a special representative of the Secretary-General of the CE in Tbilisi, told reporters.

According to him, projects are at present being worked out to effect reforms in human rights, retraining and advanced training of prosecutors and judges, working in the Adzharian autonomy, as well as media projects, projects for the work of local bodies of authority, and others.

"Besides, work is under way to delimit terms of reference between the centre and the region. Creation of a constitutional framework between Tbilisi and Batumi will be of deciding significance not only for the Adzharian region, but may become the basis for normalising relations with the Tskhinvali region and Abkhazia," said Nikolov. (New authorities in Georgia and after them representatives of international organisations in Tbilisi are studiously avoiding to call the rebel republic of South Ossetia by its own name, preferring to describe it after its capital - Tskhinvali - as the Tskhinvali region. They might just as well "repeal" the name of another rebel republic - Abkhazia - and call it for its capital as the Sukhumi region).

The Georgian president's press-service said that next week Prime Minister Zurab Zhvania is scheduled to visit Batumi, the capital of Adzharia. In the course of his trip to Adzharia, the head of government will meet with Adzharian leader Aslan Abashidze and hold consultations on the settlement of relations between the centre and the region, and sort out details of constitutional amendments and additions to the delimitation of terms of reference between the centre and the region.

In addition, the sides will dwell on problems of financial relations between the central and regional budgets.
