CITY HALL COMMISSION BLAMES DESIGN ERRORS FOR MOSCOW WATER PARK'S COLLAPSE

MOSCOW, APRIL 6, 2004, RIA NOVOSTI - The commission appointed by Moscow City Hall to look into the causes behind the Feb. 14 collapse of the Transvaal water park has arrived at the conclusion that the building's roof caved in owing to errors in the design, Mayor Yuri Luzhkov revealed in a television show. The ongoing police investigation will identify the culprits, he added.

As he commented on the video footage of the Transvaal disaster, the Moscow Mayor reported spotting a cloud of dust or plaster, 5 to 10 meters in size, coming out at the moment of the roof collapse. Of course, a probe is needed to find out what kind of cloud that was and why it appeared, Luzhkov said. Several more technical examinations are forthcoming to dispel all doubts as to the actual cause of the Transvaal collapse, he added.

The disaster in the Transvaal water park, in southern Moscow, left 28 people dead and over a hundred wounded.
