COUNCIL OF EUROPE EXPERTS ARE UNEXPECTED IN LATVIA

RIGA, March 28, 2004. (RIA Novosti) - Representatives of Monitoring Commission of Council of Europe Erik Jurgens and Kimmo Sasi will arrive in the capital of Latvia for a two-day visit in order to observe the situation, which developed after the Latvian authorities decided that the main classes at the middle schools for ethnic minorities (mostly at the Russian speaking schools) would be taught in Latvian language. Moreover, the experts will also evaluate the course of the naturalization of stateless persons and the perspectives for the ratification by Latvia of the Convention on the Protection of Ethnic Minorities Rights.

According to the press-service of the Latvian Saeima, the conclusions and observations of the European experts will form the basis of the report on the situation concerning the rights of the ethnic minorities, in particular the rights of the Russian speaking people and former residents of the USSR, which are considered as stateless persons at present.

Basing on the report the Parliamentary Assembly of the European countries will discuss the question concerning the expediency to restore the international monitoring in Latvia, which was stopped since January 1st, 2002.

In the course of the visit Mr. Jurgens and Mr. Sasi will meet with Russian, Finnish and Dutch Ambassadors, representatives of public organizations and national-cultural societies, representatives of ethnic minorities, as well as they will visit a number of Russian schools.

They have also planned meetings with a number of Latvian officials, including Latvian President Vike-Freiberga.

According to observers, the visit of the experts will be held against the wish of the Latvian authorities.

Two weeks ago the speaker of the Latvian Saeima turned to the PACE directorship requesting to cancel the visit of the European experts, since in her opinion there were no problems connected with the observance of the ethnic minorities rights in Latvia.

However, the PACE directorship disagreed with the arguments of the Speaker of the Latvian Parliament.
