BIGGEST RUSSIAN CABINET REFORM OVER CENTURY: TRADE MINISTER

MOSCOW, MARCH 9, RIA NOVOSTI - Russia has never got through a bigger and deeper-going government reform as the current over the previous hundred years, says Hermann Gref, Minister of Economic Development and Trade on the previous federal Cabinet, and the new.

Today's presidential decree, "On the System and Structure of Federal Executive Bodies" is unprecedented. For a first ever time, it clearly delineates legislative and executive duties. The document "says outright what a ministry should be, what it ought to do, and what is banned to it," added Mr. Gref.
