The World Health Organization's (WHO) Emergency Committee has warned on Friday that the COVID-19 pandemic remains a public health emergency of international scale, adding that governments should enact evidence-informed, risk-based measures to curb the spread of the disease.

The Emergency Committee held its fifth meeting on the COVID-19 pandemic earlier on Friday, and officials warned that the epidemiological situation was still of great concern.

"They [the committee] advised that the pandemic still constituted a public health emergency of international concern, and urged a focus on response efforts based on lessons learned and strong science," a press release published by the WHO read.

The committee emphasized the importance of coherent, risk-based, and evidence-informed measures to prevent the spread of the disease, according to the press release. Governments should also plan for future COVID-19 vaccines, avoid politicizing the pandemic, and maintain vital health care services, the committee said.

These are small numbers, but each patient is a manifestation of solidarity, we are talking about the lives of people," Vandenbroucke said at a press conference in Brussels.

Earlier, European Commission President Ursula von der Leyen said that EU countries were establishing cooperation for possible transportation of patients with coronavirus between the countries of the union in case of such a need or if there is a lack of available hospital capacities.

MOSCOW (Sputnik) - Any vaccine against COVID-19 earmarked for use in the European Union must comply with the bloc's quality standards and approval procedures, including those that are produced by non-EU countries, European Commission spokesman Eric Mamer said on Friday.

"There is no question that any vaccine that is, or could be, made available on the territory of the European Union would have to comply both with the quality standards that are expected for these types of products in the EU and follow the approval procedures that are in course in the European Union", Mamer said at a press briefing in response to a journalist's question.

The question was raised with regard to candidate vaccines produced by Russian and Chinese firms that are currently undergoing clinical trials. Mamer said that the European Union was not in negotiations with companies from the two aforementioned countries, owing to the bloc's general vaccine strategy.

"We are signing advance purchasing agreements with vaccine producers that are manufacturing vaccines in Europe … We are not in negotiations with either Russian or Chinese companies. That is the European vaccine strategy. All member states have signed up to this process", the spokesman said, adding that, at some point, vaccines produced outside the EU may be distributed throughout the bloc.

MOSCOW (Sputnik) - The upper chamber of the French Parliament, the Senate, has rejected the government's strategy to curb the second wave of the coronavirus pandemic, presented by French Prime Minister Jean Castex.

"The Senate heard a statement from @gouvernementFR [French government], relating to the evolution of the health situation and the measures necessary to respond to it. This statement was followed by a debate and a vote. The Senate voted 178 votes against and 130 votes for", the Senate tweeted.

France has seen a resurgence in coronavirus infection rates since early autumn, but recent daily numbers, including a record high of over 52,000 new infections on 25 October, have forced the authorities to introduce a new nationwide lockdown. The new restrictive measures are expected to go into force on Friday and will last at least until 1 December. Castex unveiled details of the plan during a parliamentary session on Thursday.
