ROME (Sputnik) - The Italian government is working on restoring summer tourism that has been suspended in the light of the COVID-19 pandemic, and studying opportunities to establish special corridors for tourists from Germany, Russia and China, media reported on Thursday, citing government sources.

According to Corriere della Sera, the Italian authorities decided to resume the flow of tourists from Germany following the news about the readiness of Croatia and Slovenia to open borders for foreign guests.

Since Russian and Chinese tourists largely contribute to Italy's tourism revenues, which account for 13 percent of the Italian GDP, Rome is also mulling over special corridors for these nations, the media added.

The fact that Russia is currently ranks second in the world in terms of the COVID-19 cases, maximum observance of precautionary measures will be required in receiving tourists from Russia, the media outlet said.

According to the newspaper, the "tourist axis" with Germany, China, and Russia can become operational as early as in June.

Earlier in May, Marina Lalli, vice-president of the Italian travel and tourism federation, told Sputnik that Italian tourism industry may have lost up to 66 billion euros ($72 billion) this year due to the COVID-19 pandemic and was unlikely to see any growth before 2023.

According to the Italian Government Tourist Board, the number of airline tickets booked for arrival in Italy in the summer fell by 68.5 percent. In addition, the agency reported that the flow of tourists from Russia since the beginning of the year dropped by 54 percent.

Since early May, Italy has entered a so-called Phase Two of coronavirus emergency, which means a gradual reopening and lifting of the lockdown limitations. Parks and villas have been reopened for visitors, but beaches still remain closed.

The novel coronavirus pandemic will further strain Canadian household finances, the country's central bank said in a report on Thursday.

“Reduced liquidity in the housing market could add pressure to household finances since households may find it increasingly difficult to sell their homes,” the Bank of Canada said in its 2020 financial system review. “Despite the deferrals and added borrowing, some households are likely to fall behind on their loan payments.”

The report adds that the share of households with debt payments accounting for more than 40 percent of their income – a household vulnerability benchmark – is likely to rise. According to reports in March, Canadian household debt totals more than $1.7 trillion.

Canada’s central bank also is concerned about rising levels of insolvency, as the country begins to emerge from the COVID-19-induced economic devastation.

The bank does, however, note the resiliency of Canada’s financial system, especially the country’s six largest banks, and says that the policies implemented at the onset of the pandemic mitigated some of the shock to the system.

The pandemic has had a profound effect on the Canadian economy with nearly a quarter of the labor force employed in February having had their income streams substantially affected and unemployment rate rising to 13 percent, according to the federal statistics agency.

Falling prices for oil and natural gas during the novel coronavirus pandemic have prompted the closure of nearly a quarter of land-based US rigs in the United States, excluding Alaska, the Energy Information Administration (EIA) said in a report on Thursday.

"The number of active drilling rigs in the lower 48 states, excluding the Federal Offshore Gulf of Mexico (GOM), totaled 753 as of February, but it fell to 738 in March and 572 in April... the lowest since May 2016," the report said, citing data from the energy technology firm Baker Hughes.

The decline reflects low prices for benchmark West Texas Intermediate oil, which the report said will continue to affect production later this year and throughout 2021.

EIA’s is forecasting an 800,000 barrel per day decline in US crude production in 2021, the largest annual drop of US output on record.

Production in the Gulf of Mexico and Alaska, which account for nearly 20 percent of US oil production and are less sensitive to oil price fluctuations, will remain relatively flat, the report said.

A nationwide economic shutdown during the pandemic has sent energy prices plunging, with most Americans subject to stay-at-home orders and most businesses forced to close in an attempt to slow the contagion.

Providing COVID-19 vaccines to the poorest half of the world's population, which accounts for over 3.5 million people, could cost less than the four-month profit of the ten largest pharmaceutical companies, the Oxfam international relief group said in a press release on Thursday.

The press release was issued ahead of a virtual meeting of the World Health Assembly that is scheduled for May 18 and will be attended by health ministers from 194 countries.

"Vaccinating the poorest half of humanity —3.7 billion people— against coronavirus could cost less than what the ten biggest pharmaceutical companies make in four months," the press release read.

According to the Gates Foundation estimates, procuring and delivering a safe and effective vaccine to the world’s poorest people will cost $25 billion, while the top ten pharmaceutical companies' profit amounted to $89 billion last year, with an average of just under $30 billion every four months, Oxfam said.

"Oxfam warned that rich countries and huge pharmaceutical companies —driven by national or private interests— could prevent or delay the vaccine from reaching vulnerable people, especially those living in developing countries," the press release said.

Within this context, the organization also urged governments across the world, as well as pharmaceutical companies, to ensure the equitable distribution of vaccines, tests and treatments to all people, and to guarantee that they would be patent-free.

The Western Pacific countries have succeeded in preventing a devastating uncontrolled pandemic of the COVID-19 lung diseases through stringent control measures, Dr. Takeshi Kasai, the World Health Organization (WHO)'s regional director for the Western Pacific, said on Thursday.

"The key to control COVID-19 in this region has been proactively finding and isolating the cases of COVID-19, tracing and quarantining the contacts and introducing stringent public health and distancing measures, including movement control, comparatively early in the outbreak. They have averted what would have been devastating consequences in uncontrolled COVID-19 epidemic. Hospitals have not been overwhelmed and many deaths have been prevented," Kasai told a virtual briefing.

The WHO regional director noted, however, that these control measures have had social and economic impact on societies and livelihoods, particularly of the vulnerable groups of population.

"We must also recognize that the socioeconomic cost of some of these control measures has been enormous, especially for the most vulnerable. We are facing a profound complex challenge – how to control the COVID-19 in our communities, while at the same time bringing back our economies and societies," Kasai said.

As long as the virus keeps circulating in the "interconnected world", given the current absence of safe and effective vaccines, everyone remains at risk, Kasai warned.

He also pointed to the need to find a way to "live with this virus for now," qualifying this as "the new normal."
