GENEVA, May 6 (Sputnik) - At least 90,000 medical workers around the world contracted the coronavirus disease since the start of the outbreak, and mover than 260 nurses have died from the disease, the International Council of Nurses (ICN) said in a statement on Wednesday.

"Last month, ICN reported that more than 100 nurses from around the world had died after contracting COVID-19. In addition, the World Health Organization (WHO) had reported 23,000 healthcare worker infections. The figures released by ICN and WHO are shocking, but ICN now believes them to significantly underestimate the situation. ICN has gathered further information from its member National Nursing Associations (NNAs, some official government figures and media reports), which suggest that at least 90,000 healthcare workers have been infected, and more than 260 nurses have died," ICN said in a statement.

According to ICN, the exact number of infections and deaths among medical staff is still unclear, as governments fail to accurately collect data, which leads to "serious underestimation of the infection rate among nurses."

ICN said that the lack of data on COVID-19 cases among health workers put more nurses and their patients in danger and called on states to properly record all data and centrally hold it at the World Health Organization (WHO).

The WHO declared the COVID-19 outbreak a pandemic on March 11. To date, almost 3.7 million people have been infected with the new coronavirus worldwide, of which more than 258,000 have succumbed to the virus, according to Johns Hopkins University.

UNITED NATIONS, May 6 (Sputnik) - New York State Governor Andrew Cuomo said on Wednesday that 84 percent of people recently hospitalized after they contracted the novel coronavirus (COVID-19) did not use public transportation and worked from home.

Cuomo noted that over the last three days, 113 hospitals treating 1,269 COVID-19 patients were asked to provide information about the patients.

“We asked hospitals to look at just those new cases who are coming in,” Cuomo said. “We thought maybe they were taking public transportation? But actually… 84 percent were at home, literally.”

Only four percent of patients statewide were using public transportation, according to Cuomo.

The governor also said that 46 percent of those admitted to hospitals were unemployed, and 17 percent had jobs. Some 66 percent were hospitalized with COVID-19 from home, while 18 percent of people were coming from nursing homes.

New patients were primarily coming from the New York downstate area, with 21 percent hospitalized in Manhattan, 13 in Queens, nine in the Bronx and another 13 in Brooklyn, he said.

Cuomo pointed out that hospitalizations in New York City were more common among the minority populations. Some 25 percent of all hospitalizations were attributed to the African-American community, while the Hispanic community accounted for 20 percent of all admissions.

On May 5, some 600 new COVID-19 hospitalizations were reported in New York, Cuomo added.

TORONTO, May 6 (Sputnik) - More than 750 members of the Canadian military are assisting in long-term care homes ravaged by the coronavirus across the provinces of Ontario and Quebec, Treasury Board President Jean-Yves Duclos said on Wednesday.

Additional deployments are expected to increase the number 1,000 military personnel as seven more care homes have been earmarked to receive help.

"The Canadian armed forces have 760 members that are supporting care staff in 13 long-term care facilities," Duclos said. "The Canadian government is working very hard with the Quebec government to deploy more troops into at least seven more long-term care facilities… So far, there should be approximately 1,000 members of the armed forces when the deployment will be done."

Most of the troops have been deployed to the Montreal metropolitan area as well as five care homes in Ontario.

Quebec Premier Francois Legault has suggested in recent days that the deployment of military personnel needs to be accelerated.

On Wednesday, the Canadian COVID-19 death toll jumped by more than 5 percent and exceeds 4,100.

Canada’s Chief Medical Officer Dr. Theresa Tam told reporters last week that 79 percent of all Canadian fatalities are attributed to outbreaks in care homes.

BEIRUT, May 6 (Sputnik) - Authorities in Syria will ease off coronavirus-related restrictions in the country, lifting the ban on public transportation within provinces on May 10 and reopening certain categories of schools on May 31, the government's COVID-19 response center said on Wednesday.

"It was decided to resume the operation of all types of public transport in the public and private sectors, including buses and vehicles of travel companies in all provinces," the center said in a statement, as quoted by the Syrian public media.

Effective May 10 and for the next three months, people will be allowed to use public transport for travel between cities belonging to one province, subject to observing proper social distancing, the center said.

"The special governmental COVID-19 commission has decided to resume the work of universities and technical schools on May 31. Classes will begin from 9:30 a.m. [06:30 GMT] until evening, in line with the educational program, including on Saturdays," the statement read, as quoted by the Syrian public media.

As of Wednesday, Syria has reported 45 confirmed coronavirus infection cases, of which three people have died and 27 others have recovered, which makes it one of the world's and Middle East's least affected countries.

16:54 GMT 06.05.2020

MOSCOW, May 6 (Sputnik) - World Health Organisation (WHO) Director-General Tedros Ghebreyesus said on Wednesday that risk of returning to lockdowns amid the COVID-19 pandemic is real if countries do not lift restrictions carefully and gradually.

"The risk of returning to lockdown remains very real if countries do not manage the transition extremely carefully, and in a phased approach," he stated during opening remarks at a media briefing on COVID-19 earlier in the day.

The WHO director-general said that the organization recommended six criteria for consideration to countries eyeing to ease COVID-19 restrictions. According to Tedros, before lifting restrictions countries should ensure that number of cases is declining and transmission is under control; health systems are capable to "detect, isolate, test and treat every case and trace every contact"; risk of virus transmission is minimized in health facilities and nursing homes; preventive measures are still in force in places essential for people; importation risk can be managed and communities are ready to adjust to the "new norm."

The WHO declared the COVID-19 outbreak a pandemic on March 11. To date, almost 3.7 million people have been infected with the new coronavirus worldwide, of which more than 258,000 have succumbed to the virus, according to Johns Hopkins University.

16:52 GMT 06.05.2020

MOSCOW, May 6 (Sputnik) - The World Health Organisation will examine the timeline of its response to the coronavirus pandemic but only after the crisis is brought under control, its chief, Tedros Adhanom Ghebreyesus, said Wednesday.

The UN health organisation has come under fire from world leaders for taking time to declare a global health emergency and other perceived missteps in responding to the health crisis.

"The WHO wants an assessment more than anyone and we will do the assessment when time comes... But now I call upon the world to focus on fighting the fire because while fire is raging I think our focus should not be divided and we should really focus on fighting the fire and saving lives," he told reporters.

China alerted the WHO to an ongoing outbreak of mysterious pneumonia on 31 December, but it took the global health authority another month to declare it a public health emergency of international concern. By that time, the new coronavirus had already spread to some other countries.

16:47 GMT 06.05.2020

MOSCOW, May 6 (Sputnik) - French President Emmanuel Macron announced Wednesday a series of supporting measures for companies and workers of the arts and cultural industry, negatively affected by the COVID-19 crisis.

"Cultural venues must be brought back to life, artists must be able to create again and to work together to reach audiences, even if, during this intermediary period, we're going to have to rethink a new sort of relationship with audiences," Macron said during a videoconference with artists from different fields of the cultural sector.

Culture Minister Franck Riester, Economy Minister Bruno Le Maire and Labor Minister Muriel Penicaud were also present.

The president’s proposals include a 12-month extension of unemployment insurance benefits for temporary performing arts workers, who suffered job losses due to the pandemic.

Notably, such workers, also known as so-called "intermittents du spectacle," become such only if they meet the necessary threshold of time worked, namely, 507 hours over a one-year period. However, in 2020, due to lockdown measures, many "intermittents" are unable to make up their hours, according to Macron. Thus, the government should consider extension of current unemployment payments from the end of August, he said.

Another supporting measure offered by the president concerns small businesses and independent workers engaged in the cultural industry. They are eligible for an investment fund of 7 billion euro (over $ 7.5 billion) set up by the government for the period of lockdown and May.

In addition, Macron offered to launch "a large program of public commissions" for various professions of the cultural sector, especially young workers who were put out of work by the coronavirus-related measures since mid-March.

Moreover, the president proposed to set up a compensation fund for series and film shoots which were canceled or postponed due to the health crisis.

Notably, Wednesday morning, left-wing lawmaker Alexis Corbiere had said that the French government should declare a "state of cultural emergency" and allocate a "sum comparable" to the seven billion euros promised to Air France in order to maintain the French cultural industry hit by the global epidemic.

As France prepares to gradually lift coronavirus-related restrictions from next Monday, such public places as concert halls, cinemas and theaters are to remain closed indefinitely. In addition, public gatherings of more than 5,000 people will not be permitted at least until September, which postpones major cultural events as well.

As of Wednesday, France has confirmed 170,694 COVID-19 infections, with 25,538 deaths and 58,950 recoveries.

16:46 GMT 06.05.2020

MADRID (Sputnik) - The lower chamber of the Spanish parliament on Wednesday voted to extend the high alert regime until 24 May.

The UK government intends to double the number of tests for the coronavirus run per day by the end of May and to carry out up to 200,000, Prime Minister Boris Johnson said on Wednesday.

Earlier in the day, the Medicines and Healthcare products Regulatory Agency said that the country started producing a new reagent that would act as a confirmatory sample during COVID-19 tests and boost UK's testing capability to detect the disease.

“We are running at about 100,000 a day, but the ambition, clearly, is to get up to 200,000 a day by the end of this month and then to go even higher,” Johnson told lawmakers at the House of Commons during Prime Minister’s Questions after undergoing treatment for COVID-19.

The prime minister added a fantastic testing regime would to be absolutely critical to the UK's long-term economic recovery.

Spain has recorded 244 deaths from COVID-19 over the past 24 hours after seeing the number of new fatalities registered daily below 200 for three consecutive days, the country's Health Ministry said on Wednesday.

This brings the overall death toll from the disease in the country to 25,857. Spain is one of the hardest-hit countries in the current pandemic, being second only to the United States in confirmed cases, and fourth in fatalities after the United States, the United Kingdom and Italy.

According to the ministry, the total number of infections in the country has increased by 685 to 220,325. Recoveries have increased by 2,516 to 126,002. The number of active cases currently stands at around 68,500.

The number of coronavirus cases across the African continent has reached 49,121, with 1,956 related deaths, the World Health Organization (WHO) Africa said on Wednesday.

According to the organization's statistics, COVID-19 has reached all 54 African countries and only nine nations have yet to register any fatalities from the disease.

South Africa has the highest tally with 7,572 cases, while Egypt and Algeria follow with 7,201 and 4,838 cases, respectively.

The spread of the disease appears to be on a steep trajectory, as only 15,000 cases had been recorded on the continent in mid-April.

WHO chief Tedros Adhanom Ghebreyesus, himself an Ethiopian national, last month expressed concern about the ability of health care systems in developing nations to cope with a sharp increase in patients should the coronavirus take hold on the continent.

Many nations have taken a variety of mitigation measures and many have issued stay-at-home orders.

Prime Minister Boris Johnson said he will present the government's plans to ease the UK’s COVID-19 lockdown on Sunday.

"We will, of course, be setting out the details about that plan on Sunday," Johnson said on Wednesday during his first appearance at Prime Minister’s Questions in parliament after undergoing treatment for COVID-19.

The prime minister was questioned by Labour Party leader Keir Starmer regarding the decision to publish the plan on Sunday, giving lawmakers little time to debate which measures will be relaxed.

"The reason for that is very simple, we have to be sure that the data is going to support our ability to do this but that data is coming in continuously over the next few days. We’ll want if we possibly can to get going with some of these measures on Monday," Johnson said.

The UK has been in lockdown since 23 March, after the government observed a significant rise in the number of COVID-19 cases. At present, UK citizens are only allowed to leave their homes to travel to work, to shop for essentials, for medical appointments, or to exercise once per day.

Japan managed to avoid COVID-19 outbreak going out of control without introducing fines on its population, Prime Minister Shinzo Abe said on Wednesday in a televised address.

"In early April, before a state of emergency was introduced, there were many prognoses that Japan would experience a sharp rise in coronavirus cases like the western countries. But we are currently on the way to end [the pandemic] … In our country, even during the state of emergency, we cannot fine people for violating the self-isolation regime like in Europe or the United States, we can only ask people to follow the rules. Nonetheless, people of their own free will agreed to make an effort," Abe said.

According to the prime minister, the daily increase in COVID-19 cases decreased from around 700 to 200 one month after the nation imposed a state of emergency.

At the same time, Abe noticed that the situation is still challenging, as some 10,000 people are currently being treated in hospitals across the country.

One billion people living with disabilities worldwide have been among the hardest hit by the COVID-19 pandemic, and the implementation of their basic rights has deteriorated in light of the health crisis, UN Secretary-General Antonio Guterres has said.

"The COVID-19 crisis is affecting every aspect of our societies ... Today, I would like to highlight how the pandemic is affecting the world’s 1 billion people with disabilities. Even under normal circumstances, persons with disabilities are less likely to access education, healthcare and income opportunities or participate in the community ... The pandemic is intensifying these inequalities and producing new threats. ... People with disabilities are among the hardest hit by COVID-19. They face a lack of accessible public health information, significant barriers to implementing basic hygiene measures, and inaccessible health facilities," Guterres said in a statement.

The UN chief noted the necessity of guaranteeing the implementation of the rights of people with disabilities, in particular, regarding their access to medical care, and urged governments worldwide to focus on these people in the fight against the pandemic.

Individuals who decide to run in parks as social distancing measures to curb the spread of COVID-19 are relaxed may pose a significant infection risk, Taweesin Wisanuyothin, spokesman for Thailand’s coronavirus response center, said on Wednesday.

“Many people are asking to run in city parks, which reopened to the public on May 3, either wearing masks or not wearing them. We recommend that you do not run but walk. A running person can be dangerous for others if they are infected with the coronavirus disease,” the spokesman said.

Those who run for exercise pose a greater risk of infecting others because of the strain it puts on the body, leading to heavier breathing, he added.

“It is impossible to run in masks. They reduce the airflow into the lungs and under such intense activity, a lack of air is simply dangerous. At the same time, it is known that because of the deeper breathing required when running, an infected person can transmit coronavirus at a distance of one to one and a half meters [3.3-5 feet] in front of them and up to ten meters [33 feet] behind them,” the spokesman said.

Wisanuyothin recommended that any runners ensure that they exercise in an area where there will be no-one 32 feet behind them.

Lebanon managed to gain control over the COVID-19 outbreak in the country by introducing early preventive measures and providing public hospitals with all necessary equipment, Health Minister Hamad Hassan told Sputnik.

"According to the world ranking, Lebanon is one of the 12 countries, which succeeded in taking the coronavirus situation under control. [The outbreak] has not reached a full scale because we [the government] took early preventive actions," the minister said, adding that the authorities have monitored all passenger aircraft arriving in the country since the beginning of the pandemic.

The minister added that among the most effective decisions to combat the spread of COVID-19 was an order to close all schools and universities.

"Along with the general mobilization, the government monitors any other cases of the coronavirus reported via a communication center to the Health Ministry. We view any case with [infection-like] inflammatory or respiratory symptoms as a coronavirus case," Hassan noted.

Hassan added that all travelers arriving at the country were required to take a COVID-19 test at the airport and, then, they were quarantined. However, he admitted that a second wave of the outbreak could be possible in the country.

"According to international data, everyone is talking about the second wave. During the first stage, we have managed to adapt to the epidemiological situation and prepare our public hospitals [for patients], as they lacked equipment and attention from the government," the ministry said, adding that his ministry was mobilizing all efforts to prevent a new wave at least until September.
