"It is impossible to accept the statement about our country made today by the High Representative for Foreign Affairs and Security Policy on the behalf of the European Union," the statement said.
It also said that the European Union had lost its credibility in the eyes of Turkish people because it had not condemned the Kurdistan Workers' Party's (PKK) attacks and had not taken measures to stop its activities.
Mogherini said earlier on Tuesday that the European Union was "gravely concerned" by the post-coup crackdown in Turkey but stood ready to continue dialogue with it as a candidate for membership.
Brussels has been concerned about renewed attempts to reinstate the death penalty in Turkey, as well as by closures of media outlets, arrests of journalists and Kurdish opposition leaders that have shaken the country after a military faction made an unsuccessful bid to overthrow the Turkish president.
