EDINBURGH, September 19 (RIA Novosti), Mark Hirst – The final declaration for Highland region, the last of 32 Councils to declare, has been delayed following an accident on a major trunk road that has held up police vehicles transporting ballot boxes to the regional count in Inverness, according to RIA Novosti source.

A source close to the Chief Returning Officer in Edinburgh also confirmed that the No campaign had won and that the results from Highland would not alter the final declaration.

Scottish voters were asked "Should Scotland become an independent country?"

After a campaign that lasted two years 55 percent of Scottish voters backed a No vote, compared to 45 percent who backed independence.

The pro-independence side secured 1.539 million votes of the vote with the pro-UK campaign gaining 1.914 million votes. The turnout was 84 percent, the highest ever recorded in a Scottish election.
