Negotiators in Minsk Drafting Ukrainian Crisis Settlement Memorandum: Donetsk Republic

Participants of the Contact Group in Minsk are preparing another document: a memorandum on the Ukrainian crisis settlement, a spokesman for the Donetsk People’s Republic's deputy prime minister told RIA Novosti Friday.

MOSCOW, September 5 (RIA Novosti) – Participants of the Contact Group in Minsk are preparing another document: a memorandum on the Ukrainian crisis settlement, a spokesman for the Donetsk People’s Republic's deputy prime minister told RIA Novosti Friday.

“They are now preparing a memorandum laying down measures to settle the situation in Ukraine,” the spokesman said.

The sides signed a 12-point protocol envisaging a ceasefire and the release of prisoners earlier in the day, OSCE representative Heidi Tagliavini said. The truce agreement came into force at 6 p.m. local time (15:00 GMT).

Tagliavini confirmed that the ceasefire deal was signed and welcomed the move.

The ceasefire did not change the policy of the self-proclaimed people’s republics of Luhansk and Donetsk to secede from Ukraine, according to Igor Plotnitsky, the prime minister of the Luhansk People’s Republic.

Friday’s talks in the Belarusian capital of Minsk involved representatives from Kiev government, Ukrainian southeastern regions, Russia and the OSCE.
