"The necessary information was provided. Now, in the debriefs prepared by numerous commissions, there have been references by the American side of insufficient collaboration or statements that we had not responded to some requests. If Russian secret services turn their partners' attention to some threat, it should be taken seriously," Rogachev said.

Dzhokhar and Tamerlan Tsarnaev are suspected of organizing a terror attack in Boston on April 15, 2013, when two bombs went off near the finish line of the prestigious Boston Marathon, killing three and injuring more than 260 people.

Tamerlan Tsarnaev was killed in a gunfight with police in the days following the bomb attack. His younger brother, Dzhokhar, tried to flee, but was wounded and later arrested. He faces 30 charges, half of which carry a capital punishment penalty. The trial in federal court is scheduled to begin November 3.

"Americans need to figure this out. Based on the way they carried out the investigation and the number of deaths of the people involved, there can be serious questions. But to cite the 'incomplete' collaboration on our behalf as the primary reason is to lay one's own fault at somebody else's door, so to speak," Rogachev said.

He added that the incident showed the trust level between Russian and US secret services was "below the mark."
